This meeting is compliant with the Governors Executive Order N-25-20 issued on March 4, 2020, and Executive Order N-29-20 issued on March 17, 2020, allowing for deviation of teleconference rules required by the Brown Act. The purpose of this is to provide the safest environment for staff and the public while allowing for public participation. The meeting will be held by tele or video conferencing. 4:00 PM STUDY SESSION – Convene as the City Council

1. ROLL CALL - Wiest, Widmer, Lempres, Vice Mayor Lewis, Mayor DeGolia

2. PUBLIC COMMENTS – Public comments can be made by teleconference or emailed

3. DISCUSSION AND FEEDBACK REGARDING THE FIRE SERVICES SUBCOMMITTEE
Report: City Manager, George Rodericks
Recommendation: It is recommended that the City Council discuss and provide feedback regarding the Mayor’s Disbandment of the Fire Services Subcommittee.
Description: This item will involve a Council discussion related to the Fire Services Subcommittee and its disbandment. Council will provide feedback and direction to staff

4. DISCUSSION OF POLICING REFORMS AND INITIATIVES

Report: Chief of Police, Steve McCulley
Recommendation: Review and discuss.
Description: This item will involve a Staff Presentation and Council discussion related to Policing Reforms and Initiatives. Discussion may include Federal, State and local use of force policies, #8Can’tWait, policing tools, and local statistics.
